I. BACKGROUND
In January 2005, Bayview community agencies, City agencies, and the Local Initiatives Support Corporation (LISC) came together to develop the Third Street Work Plan, a blueprint aimed at directing public and private investment – both money and time – toward the goal of creating a vital, thriving, and self-sustaining commercial district on Third Street that provides jobs, shops, places to gather, and cultural amenities to the Bayview community.
In June 2006, the Third Street Corridor Project was established by Communities of Opportunity (COO), the Mayor’s Office of Economic and Workforce Development (MOEWD) and the Local Initiatives Support Corporation (LISC) to implement the policy goals laid out in the Work Plan.
II. GOALS
Specifically, the Third Street Corridor Project exists to foster a positive identity for Third Street by linking its various initiatives, activities and events, such as:
GENERAL ACTIVITIES
o Grand openings
o Arts events
o Neighborhood group initiatives
o Monthly meeting
o Annual events/festivals
SPECIFIC ACTIVITIES
o Farmers market
o International African Marketplace
o Holiday Festival
o National Night Out
o Small Business Week Festival
And create linkages to existing and new services to better support Third Street revitalization, such as:
GENERAL ACTIVITIES
o City street cleaning
o Better street designs
o Business support services
o Marketing
o Safety & cleanliness services
o Non-profit services
SPECIFIC ACTIVITIES
o Clean-up day
o Leasing assistance
o BBRC, SBDC, BMA & BAYCAT referrals
o LEJ Good Neighbor program
o Design & signage services
o Façade improvement
III. ACTION GROUP
The Action Group is the Third Street Corridor Project’s steering committee made up of residents, business owners, commercial property owners and neighborhood associations. The Action Group provides oversight and strategic guidance on the prioritization of the 2006 Third Street Corridor Work Plan. Action Group members serve as project volunteers and help recruit volunteers from the community to help work on specific corridor projects.
